Matching Grant for Market Development

Objective

The scheme is to provide a matching grant to assist Small and Medium Enterprises (SMEs) undertake activities for the development of export markets.
Eligible SMES

To qualify for the Market Development Grant (MDG), Small and Medium Enterprises (SMEs) must be:

• Incorporated under the Companies Act 1965
• For professional services (such as accountants, engineers and architects), partnerships and sole proprietors are also eligible
• At least 60% equity held by Malaysians
• For manufacturing and agricultural sector, having an annual sales turnover not exceeding RM 25 million (based on the latest financial report) or not more than 150 full-time employees
• For services sector, having an annual sales turnover not exceeding RM 5 million (based on the latest financial report) or not more than 50 full-time employees. (Financial service and tourism sector are not eligible for MDG)
• For trading companies that meet the following additional conditions:
o Having annual sales turnover of between RM 10 million to RM25 million or export sales of at least RM3 million. (Women owned enterprise are exempted from this condition), and
o Exporting Made In Malaysia products especially those manufactured by SMEs, and
o Not more than 20% of the company's annual sales is derived from trading in primary commodities. For description of primary commodities, please refer to Annex A of MDG

Application form.

Note: Status of SME will be checked annually based on financial accounts, EPF Statement, Form 24 and 49. Companies must notify the MDG Secretariat if there are any changes to particulars that affect the status of SME. For detail application criteria, please refer to application form MDG Rev 1/06

Form Of Grant

Companies can obtain a 50% reimbursable matching grant on the approved cost of the eligible activities. The grant is available for one or more of the eligible activities.
Eligible Activities

The followings activities are eligible for MDG:

* Participation in International Trade Fairs
* Participation in Trade And Investment Mission
* Participation in Specialized Marketing Mission
* Participation in In-Store Promotion Overseas
* Participation in Industry and Professional Related International Conferences Overseas

Note (i): For participation in the same International Trade Fairs , and Industry and Professional Related Conference Overseas , companies are eligible to apply for MDG for up to three(3) repeat participation.

For Local International Trade Fairs, Trade and Investment Mission , Specialized Marketing Mission and In Store Promotion there is no limit on repeat participation for MDG.

Note: Trade and Industry Associations and Professional Bodies are eligible to apply for MDG for the expenses of one secretarial staff for participating in overseas trade fairs and missions organized by the Associations and Professional Bodies. Eligible expenses are cost of air fare (economy class), standard hotel room subject to the same limits extended to SMEs.

* Participation in meetings related to negotiations on Mutual Recognition Agreement (MRA), Free Trade Agreement (FTA), ASEAN, World Trade Organization (WTO) and other market access negotiations by representatives of Trade and Industry Associations and Professional Bodies
* Preparation of Promotional Materials to develop export markets
* Initial cost of setting up office overseas for purpose of:
- promoting exports of Malaysian product and services
- seeking opportunity for outsourcing and subcontracting business
- to undertake market research
- to undertake and monitor implementation of projects and contracts
* Promotional activities undertaken with Hypermarkets and Retail Outlets overseas
* Participation in Overseas International Tenders
* Overseas cost of conducting Export Market Research for the purpose of :-
a. Selecting new markets for new products or existing products
b. Gathering information on existing export market
* For Women Owned Enterprise, additional eligible activities for MDG are:
- Participation in Malaysia Export Exhibition Centre (MEEC) at MATRADE
- Participation in Export Training seminars and workshops held locally.

Definition Of Women Owned Enterprise

For companies 100% owned by Malaysian:
o A woman owns at least 51% of the equity, or
o Biggest shareholder is a woman and she manages the company, or
o Managing Director/Chief Executive Officer of the company is a woman and owns at least 10% equity
For companies 60% owned by Malaysian:
o A woman owns at least 51% of the local equity and the company is managed by her, or
o Managing Director/Chief Executive Officer of the company is a woman and owns at least 10% of the local equity

Claimable Expenses

1. Participation in International Trade Fairs

• Participation fee.
• Economy class airfare for one person. Cost does not include items such as visa fees, excess baggage and insurance premium.
• Women Owned Enterprise are eligible for two economy class airfare, with the condition that at least one participant must be a woman participant.
• One hotel room not exceeding RM200 per night for local international trade fairs and RM750 per night for overseas fairs. Payment will cover the duration of the event and two days before or after the event. Women Owned Enterprise are eligible for 2 hotel rooms.
o Rental of standard booth which is limited to: -
- 18 sqm for small products
- 36 sqm for larger products (e.g furniture, machinery equipment), displayed in lifestyle concept or under country pavilion.
• Construction and enhancement of standard booth or shared cost of construction on group basis. Construction and enhancement of booth cost is limited to 50% of the eligible booth rental cost.
• Interpreter services for non-English speaking countries, maximum cost of RM800 for the duration of the international trade fair.
• Shipment of exhibits and promotional materials. Cost does not include items such as import duties, bank guarantee and surcharge.
• For local international trade fair sending of samples and promotional materials is subject to a maximum grant of RM1,000.
• Standard advertisement in trade fair show directory. For local international trade fair subject to maximum grant of RM 250

For claims related to participation in Local International Trade Fair, company must submit a copy of the event report from the fair organizer, which has been certified by an external auditor. The report must certify that the fair has fulfilled the criteria of an international trade fair, as follows:

• minimum space occupied for the fair must be at least 1000 sq meters gross, and
• at least 10% of visitors must be foreign visitors, or
• at least 20% net space is rented to foreign exhibitors, or
• at least 20% of exhibitors are foreign exhibitors.

Note (ii): Companies are not eligible for the grant if 50% of the cost of eligible expenses is already born by the organizer e.g booth rental, airfare and accommodation (package)

2. Participation in Trade and Investment Missions and Specialized Marketing Missions

• Participation fee
• Economy class airfare for one person. Cost does not include items such as visa fees, excess baggage and insurance premium.
• One hotel room not exceeding RM750 per night. Payment will cover the duration of the event and two days before or after the event

Note (iii): Trade and Investment Missions organized to promote exports of Malaysian made products and services by Government Agencies, Trade and Industry Associations and Professional Bodies are eligible for MDG. The trade mission programme must be submitted to MATRADE at least one month before the event for approval of the programme. Once approved, companies participating in the programme must apply for MDG individually and will be subjected to the qualifying criteria for MDG.

3. Participation in In-store Promotion Overseas

• Economy class airfare for one person. Cost does not include items such as visa fees, excess baggage and insurance premium.
• Women Owned Enterprise are eligible for two economy class airfare, with the condition that at least one participant must be a woman participant.
• One hotel room not exceeding RM750 per night for overseas fairs. Payment will cover the duration of the event and two days before or after the event.
• Women entrepreneurs are eligible for 2 hotel rooms.
• Interpreter services for non-English speaking countries, maximum of cost of RM800 for the duration of the promotion.
• Shipment of exhibits and promotional materials.

4. Participation in Industry Related International Conferences Overseas

• Participation or registration fee.
• Economy class airfare for one person. Cost does not include items such as visa fees, excess baggage and insurance premium.
• One hotel room not exceeding RM750 per night. Payment will cover the duration of the conference and two days before or after the conference

5. Participation in meetings related to negotiations on Mutual Recognition Agreement (MRA), Free Trade Agreement (FTA), ASEAN, World Trade Organization (WTO) and other market access negotiations by representatives of Trade and Industry Associations and Professional Bodies

• Economy class airfare for on person
• One hotel room not exceeding RM750 per night covering the duration of the meeting and two days before or after the meeting.

6. Preparation of Promotional Materials

• Companies are eligible for a maximum grant of RM15,000 for preparation of export promotion materials.
• Cost incurred in relation to the production of promotional materials such as brochures, catalogues, flyers, banners, posters and CD-ROM.

Eligible expenses include:
o For printed materials
o Design concept
o Finished Artwork
o Colour separation
o Printing
o Re-printing (For Trade fairs or Trade mission only)
• Cost incurred in relation to the production of promotional materials such as brochures, catalogues, flyers, banners, posters and CD-ROM.
• Companies must use the services of local printing and CD-ROM companies to benefit from this grant.
• Cost incurred in relation to the production of promotional materials such as brochures, catalogues, flyers, banners, posters and CD-ROM.
• Production of CD ROM and Video can be considered for MDG only if it is part of the company's participation in trade fairs or trade missions.
o Content of text, audio, video, photography, graphic, animation, etc.
o Design
o Development
o Replication and Production CD-ROM packaging
• Companies must use the services of local printing and CD-ROM companies to benefit from this grant.

Note (iv) : Application for the grant must be one month before the printing or production of material. The approval of the claim is subject to the acceptance of the promotional materials by the MDG Approval Committee. Companies that have utilized the maximum grant of RM15,000 prior to 1st Jun 2006 , are not eligible to apply for MDG for this activity.

7. Initial Cost of Setting Up Office Overseas.

• Companies are eligible for a maximum grant of RM50,000 per office set up overseas
• Eligible expenses are:
o Rental of office and;
o Utilities (water/electricity)

8. Promotional activities undertaken with Hypermarkets and Retail Stores Overseas

• Companies are eligible for a maximum grant of RM30,000 per activity.
• Eligible expenses are:
o Listing fee and;
o Joint Advertising and Promotion

Note (vi) : For repeat applications , promotional activities must be in a different hypermarket or retail store . For promotion activities with the same hypermarket or retail store it must be in a different location .

9. Participation in International tenders overseas

• Expenses incurred for purchase of international tender documents for supply of Malaysian products or services.

10. Export Market Research

• Companies are eligible for a maximum grant of RM30,000 per export market study conducted overseas.
• Eligible expenses are:
o Research fees
o Cost of publication of initial report

Note (vii): Application for the grant must be made one month before undertaking the activity. For repeat application, market research must be for a different market, product or services.

11. For Women Owned Enterprise, additional eligible expenses:

• Participation in Malaysia Export Exhibition Center (MEEC)
• Eligible expenses are:
o Participation fees
o Cost of transport of exhibits
o Participation in local Export Training Seminars/ Workshops

MDG Application & Claim Procedure

• Application for the grant is made using the application form MDG Rev 1/06 which is available free of charge at MATRADE or can be downloaded from MATRADE's website:www.matrade.gov.my/exportsupport/mdg.htm. All companies are encourage to apply for MDG at least one month before undertaking the activity . This is to ascertain if the activity is eligible for the grant.
• Claims for reimbursement for all eligible activities must be submitted within 3 months of completion of the activity with the invoices and original receipts or copies certified by External Auditors.
• All application and claim supporting documents that companies must provide when applying for the grant is described in the MDG application form and the checklist attached to the form. Companies are advised to submit all the relevant documents when applying for MDG.

Application for the grant is made using the application form (BPG1/03) which is available free of charge at MATRADE or can be downloaded from MATRADE's website.

SERVICES EXPORT FUND

OBJECTIVE
The scheme is to provide a matching grant or reimbursable grants to assist Malaysian Service Providers (MSPs) undertake activities for the development of exports.

The grant is to partly defray the cost incurred in undertaking export promotion activities. Assistance is provided in the form of reimbursable grant for eligible expenses and activities.

ELIGIBILITY CRITERIA
To qualify for this Grant, MSPs must be:
• Incorporated under the Companies Act 1965, or Sole proprietors and Partnerships registered with respective professional bodies;
• At least 60% equity held by Malaysians.

Services associations are also eligible.

ELIGIBLE ACTIVITIES
The following activities are eligible under SEF

• Participation in International Trade Fair, Trade and Investment Mission (T&I), Specialised Marketing Mission (SMM) and Industry Related International Conference Overseas.
• Follow-up Business Meetings and hosting potential clients within 6 months after participation in Trade Promotion Programme (Trade and Investment Mission, Specialised Marketing Mission and International Trade Fair) organised by MATRADE & MITI Agencies.
• Preparation of Promotional Materials.
• Initial Cost of Setting up Office Overseas

For women entrepreneurs, additional activities include participation in MEEC, local seminar and workshops.

ELIGIBLE EXPENSES
Reimbursable expenses are subjected to the eligible activities undertaken by MSPs including airfare, accommodation, participation fee, printing cost, office rental and etc.

Technology Acquisition Fund (TAF)

Technology Acquisition Fund (TAF)

The Technology Acquisition Fund (TAF) is intended to facilitate the acquisition of strategic and relevant technology by the Malaysian companies. TAF provides partial grant to further promote efforts by the private sector to enhance their technology level and production processes. The objectives of TAF are as follows :

* to promote technology upgrading through the introduction and utilisation of technologies in the manufacturing and physical development of existing and new products or processes;
* to enhance the competitiveness level of Malaysian companies to compete globally; and
* to increase wealth creation and technology content of Malaysian companies via acquisition of foreign technology.

PRIORITY TECHNOLOGY CLUSTERS
Project proposals eligible for consideration must be listed in the following Priority Technology Clusters :

* Biotechnology;
* Agriculture;
* ICT; and
* Industrial (advanced materials, advanced manufacturing, manutechnology, alternative energy, waste to wealth).

ELIGIBLE ACTIVITIES UNDER TAF

TAF will fund Acquisition of technology (know-how/patent rights/prototype/design) via the following methods:

* licensing;
* non-exclusive purchase of technology; and
* outright purchase of technology.

TARGET GROUP

Incorporated Malaysian manufacturing companies (SMEs and large corporation) excluding GLCs, public listed companies and their subsidiaries.

ELIGIBLE CRITERIA

Eligibility criteria for companies applying for TAF:

* the company must be incorporated in Malaysia;
* the company must be 51% owned by Malaysian;
* the management, marketing, and technical team must have relevant qualification and experience;
* the proposed technology to be acquired must have been proven and commercially produced in the country of origin; and
* the technology acquired is to be immediately adopted in the company's manufacturing activity.

Note: Malaysian companies are eligible (excluding GLCs, listed companies and their subsidiaries)

ELIGIBLE EXPENSES

* Cost of technology acquisition; and
* Training

FUNDING QUANTUM
The quantum of funding approved under TAF is up to a maximum of 50% or RM2,000,000 whichever is lower depending on the merits of each application.

TAF Agreement

TAF agreement will be signed between MTDC (on behalf of the government) and grant recipient detailing the terms and conditions of the funding.

DISBURSEMENT OF GRANT
Disbursement of grant will be made in accordance to the following:-

* approved grant will be disbursed either on a matching or
reimbursement basis according to the claims submitted by the grant recipient; and
* approved grant will be disbursed in stages in accordance to Schedule 2 of the Grant Agreement and subject to the satisfactory progress of the project in terms of deliverables and milestones reached.

DURATION

The project duration for each activity under TAF is up to 2 years for project implementation and 2 years for project monitoring.

Objective
To provide matching fund for R&D projects to develop new or improved products and/or processes and/or technologies.
Maximum funding : RM1.0 million to be disbursed within 2 years

Eligibility criteria
• BioNexus status companies
• The applicant must have ownership or benefi cial use, of any intellectual property necessary to commercialise the innovation
• The innovation has commercial potential
• The applicant's business must be located in Malaysia and within Malaysia's Biotechnology Focus Areas
• The company should have an appropriate research team led by a qualifi ed technical personnel

Purpose of funding
• The provision of sites or premises (including the acquisition of land), the construction and adaptation of buildings, and the provision of services and other works
• The provision of plants, machinery, equipment and materials
• The payment of fees or other remuneration to technical advisers consulted in connection with the project
• Salary and wages of contract researchers directly involved in the project
• The travel and subsistence expenses of persons engaged in the project or in identifying products or process development prospects within the industrial undertaking
• Overhead charges associated with the project concerned. Term loan and working capital

(iii) IP protection in other jurisdictions

PUTRAJAYA 7 Dis. - Jabatan Perkhidmatan Veterinar (JPV) yang menerajui industri burung walet negara menyasarkan lebih ramai pengusaha menceburi perniagaan yang mempunyai nilai tinggi di pasaran tempatan dan antarabangsa itu.

Ketua Pengarah Perkhidmatan Veterinar, Datuk Dr. Abdul Aziz Jamaluddin berkata, kekurangan bekalan menyebabkan Malaysia hanya mampu memenuhi 10 peratus nilai eksport sarang burung walet ke China iaitu RM1 bilion.

''China, Hong Kong dan Taiwan lebih berminat dengan sarang burung walet dari Malaysia berbanding Indonesia, selatan Thailand dan selatan Vietnam kerana negara ini telah disahkan bebas dari wabak selesema burung.

''Hanya sekitar 50,000 rumah dijadikan tempat perusahaan sarang burung walet di seluruh negara dan kita memerlukan lebih ramai pengusaha untuk memenuhi permintaan dari China," katanya kepada pemberita di sini baru-baru ini.

Ketika ini Malaysia hanya mampu menyumbang 10 peratus kadar pengeluaran sarang burung walet untuk pasaran antarabangsa berbanding Indonesia (70 peratus) dan Thailand (20 peratus).

Abdul Aziz berkata, setakat ini pihaknya menerima tiga permohonan sehari daripada orang ramai yang berminat untuk menceburi industri sarang burung walet.

Menurutnya, JPV juga bekerjasama rapat dengan Persekutuan Persatuan Pedagang Sarang Burung Malaysia untuk mengendalikan kursus-kursus penternakan burung walet.

JPV juga berjaya menangani isu-isu berkaitan perladangan walet seperti di bangunan warisan, berdekatan lapangan terbang dan premis tertutup di kawasan bandar.

''Kos termurah untuk memulakan perusahaan ini ialah RM10,000 dan sarang burung walet boleh mencecah RM4,000 sekilogram bagi yang belum dibersihkan dan RM7,000 jika sudah dibersihkan.

Jelas beliau, masih ramai yang tidak mengetahui burung walet berbeza dengan burung layang-layang walaupun fizikalnya hampir sama.

Burung layang-layang membuat sarang daripada bahan seperti rumput atau daun tetapi burung walet membuat sarangnya daripada air liur.

Sarang yang dibuat bukan untuk burung berkenaan tinggal di situ sebaliknya untuk bertelur dan anaknya membesar sahaja.

Abdul Aziz menambah, JPV telah mewujudkan laman web burungwalit.com.my untuk pendaftaran premis burung walet sebagai langkah pemantauan, pengawalseliaan dan pendaftaran.

Kegagalan Fungsi Buah Pinggang

Kegagalan buah pinggang berfungsi mungkin berpunca daripada faktor boleh ubah (gaya hidup) atau faktor tidak boleh ubah (warisan genetik).
Penyakit buah pinggang sering berpunca daripada amalan gaya hidup kurang sihat yang boleh diubah untuk mengurangkan kadar kejadian dan melengahkan perkembangan penyakit.

Penyakit buah pinggang berpunca daripada pelbagai faktor, sama ada masalah yang diwarisi sejak lahir atau sesuatu yang dihidapi kemudian.

Namun begitu, punca penyakit buah pinggang tidak selalunya dapat ditentukan. Tetapi sebarang bentuk penyakit yang menjejaskan salur darah atau struktur buah pinggang yang lain boleh menyebabkan kerosakan buah pinggang.

Faktor-faktor Penyakit Buah Pinggang

Faktor-faktor tertentu juga mungkin menyebabkan seseorang individu menghadapi risiko lebih tinggi menghidap penyakit buah pinggang.

Secara khususnya, mereka yang mengalami diabetes, tekanan darah tinggi, warga tua dan golongan yang mempunyai sejarah penyakit buah pinggang dalam keluarga perlu mengambil langkah berjaga-jaga tambahan kerana kebarangkalian mereka juga mengalami penyakit buah pinggang jauh lebih tinggi.

Sesetengah orang menghidap penyakit buah pinggang akibat faktor yang diwarisi, seperti dalam kes sakit buah pinggang polisistik (PKD). Seseorang yang menghidap PKD mengalami ketumbuhan sista dalam buah pinggang.

Secara beransur-ansur, sista ini akan mengambil alih jisim buah pinggang, lantas menjejaskan fungsi buah pinggang dan akhirnya menyebabkan kegagalan buah pinggang berfungsi.

Walaupun kerosakan kepada buah pinggang umumnya hanya dapat dikesan selepas satu tempoh yang panjang, penyakit buah pinggang akibat faktor genetik boleh muncul pada peringkat yang lebih awal.

Dalam sesetengah kes, masalah fungsi buah pinggang dapat dikesan sebelum bayi dilahirkan lagi. Ini sering diperhatikan di kalangan pesakit buah pinggangpolisistik resesif autosom (RAPKD) yang jarang-jarang didapati.

Mereka yang mengalami masalah tumbesaran yang menghalang pembentukan buah pinggang secara normal juga mungkin tampil dengan masalah buah pinggang pada usia muda.

Diabetes dan Darah Tinggi

Walaupun sukar untuk menentukan ciri- ciri semulajadi seseorang, penyakit seperti diabetes dan tekanan darah tinggi boleh dielakkan dengan mengamalkan gaya hidup yang sihat.

Ini penting kerana diabetes dan tekanan darah tinggi merupakan dua punca utama penyakit buah pinggang yang menyebabkan kegagalan buah pinggang berfungsi.

Data daripada Laporan ke-14 Daftar Dialisis dan Pemindahan Malaysia 2006mengesahkan hakikat ini yang mana 57% daripada kes penyakit buah pinggang didapati berpunca daripada diabetes, diikuti oleh tekanan darah tinggi yang merangkumi 6% daripada semua kes yang direkodkan.

Kadar gula yang berlebihan dalam darah dan tekanan darah yang terlalu tinggi bertindak sebagai racun yang menyerang dan menjejaskan salur darah di dalam buah pinggang.

Penyakit berkenaan bukan sahaja menjejaskan buah pinggang dari peringkat awal, malah memburukkan keadaan dengan mempercepatkan penularan penyakit buah pinggang.

Kesan Penggunaan Ubat-ubatan

Pesakit yang mengambil terlalu banyak ubat pelega kesakitan juga seharusnya diberi amaran tentang risiko menghidap penyakit buah pinggang.

Soal selidik yang teliti sering mendapati pesakit lazimnya mempunyai sejarah sakit kepala kronik, sakit belakang, kelesuan dan kelemahan dalam jangka panjang yang mungkin menyebabkan penggunaan ubat pelega ini secara berterusan.

Di Australia, kejadian penyakit renal akibat ubat pelega kesakitan telah jatuh secara mendadak selepas pengharaman jualan ubat tersebut menerusi kaunter (tanpa preskripsi doktor).

Ia perlu ditekankan bahawa hanya menerusi penggunaan berterusan dan dalam tempoh yang lama ubat pelega barulah masalah buah pinggang mula timbul.

Kerosakan kepada buah pinggang mungkin berlaku dengan penggunaan jangka panjang ubat antiradang bukan steroid (NSAID) seperti aspirin dan ibuprofen.

Pencegahan

Oleh kerana terdapat pelbagai faktor yang menimbulkan masalah buah pinggang, seseorang perlu sedar perbezaan antara faktor yang boleh dikawal dan faktor yang tidak boleh dikawal yang mempengaruhi kesihatan buah pinggang.

Walaupun keadaan genetik seseorang tidak boleh diubah, perubahan dalamtabiat pemakanan dan gaya hidup boleh membawa manfaat dalam usaha mencegah dan melambatkan penularan penyakit buah pinggang.

Diabetes dan Kerosakan Buah Pinggang

Darah anda dibersihkan oleh buah pinggang anda. Bahan-bahan sisa buangan dan cecair akan ditapis keluar, membentuk urin, yang akan disalur keluar melalui pundi kencing. Sekiranya buah pinggang anda rosak, fungsi penting ini tidak dapat dilakukan dan ianya akan mengakibatkan anda menjadi lesu atau kadang-kala membawa maut.

Apabila anda mula mendapat diabetes, buah pinggang anda mungkin akan membesar dan mula mengeluarkan bahan-bahan sisa buangan dengan cepatnya dari badan. Ini berlaku kerana terdapat banyak glukosa yang memasuki buah pinggang dan menyebabkan banyaknyaair dikeluarkan dan seterusnya mengakibatkan tekanan di dalam buah pinggang anda meningkat.

Ini boleh menyebabkan membran dan struktur buah pinggang menjadi tebal dan selepas satu jangka masa, buah pinggang anda akan tidak boleh menapis darah sebanyak seperti dahulu. Apabila buah pinggang anda mula kehilangan keupayaan untuk menapis, cecair dan bahan sisa buangan akan mula berkumpul dalam darah dan meningkat ke tahap yang membahayakan.

Masalah Tidak Disedari

Ramai di antara mereka yang mempunyai penyakit buah pinggang tidak sedar bahawa mereka mempunyai masalah sehingga fungsi buah pinggang mereka menurun kepada kurang 25% daripada kapasiti normal. Pada tahap akhir penyakit, fungsi buah pinggang adalah kurang daripada 10% daripada kapasiti normal. Pada ketika itu, buah pinggang anda tidak lagi boleh mengekalkan hayat dan anda terpaksa menjalani rawatan dialisis ataupun pemindahan buah pinggang untuk terus hidup.

Secara amnya, lebih kurang 30-40% pesakit diabetes yang mempunyai penyakit buah pinggang disebabkan diabetes (nefropati diabetes) akhirnya akan mengalami kegagalan buah pinggang. Kebiasaannya ia mengambil masa selama 10 hingga 20 tahun dari masa penyakit diabetes bermula.

Tetapi, jangkamasa untuk buah pinggang anda gagal dari berfungsi boleh dikatakan akan menjadi singkat jika anda terlambat membuat pengesahan bahawa anda ada menghidapi penyakit diabetes. Oleh itu, adalah penting untuk anda melakukan pemeriksaan secara kerap untuk mengesan penyakit diabetes seawal yang boleh dan ambil langkah-langkah pencegahan yang sebaik-baiknya.

Dialisis Buah Pinggang

Diabetes mellitus, terutama jika disertakan dengan tekanan darah tinggi dan juga menghisap rokok, adalah sebab utama berlakunya penyakit buah pinggang (nefropati diabetes) di kebanyakan negara. Di Malaysia sebanyak 51% kes-kes baru yang diterima untuk dialisis pada tahun 2004 adalah di kalangan pesakit diabetes.

Dialisis adalah satu rawatan perubatan untuk mengeluarkan bahan sisa buangan badan secara terus dari darah bagi mereka yang mengalamai kegagalan fungsi buah pinggang. Dialisis akan akan hanya dapat menggantikan sebahagian daripada fungsi buah pinggang yang tidak lagi berfungsi. Terdapat 2 jenis dialisis iaitu hemodialisis dan dialisis peritoneal.

Hemodialisis adalah sejenis dialisis yang menggunakan satu mesin buah pinggang tiruan (mesin dialisis) untuk membuangkan cecair dan bahan sisa buangan dari aliran darah.

Dialisis peritoneal pula berasaskan satu tiub yang dimasukkan ke dalam rongga badan yang juga terletaknya perut, hati dan usus-usus, yang dipanggil kaviti peritoneal. Cecair dalam kuantiti yang banyak akan dialirkan ke dalam kaviti ini dan ia akan mengeluarkan sisa buangan melalui cecair yang mengalir balik ke luar daripada kaviti. Dialisis peritoneal selalunya di lakukan di rumah pada setiap hari.

Oleh kerana rawatan dialisis diperlukan secara kerap, maka ia biasanya akan menjadi beban kewangan kepada kebanyakan mereka yang memerlukannya. Kos untuk setiap sesi hemodialisis di klinik atau hospital swasta adalah dalam lingkungan RM100 ke RM300. Oleh kerana pesakit diabetes mungkin memerlukan 3 sesi seminggu, maka ia boleh menyebabkan anda berbelanja sehingga RM600 seminggu!

Anda sememangnya tidak patut menanggung beban yang seberat ini. Walaupun anda mempunyai diabetes, anda boleh mengelak atau melewatkan berlakunya kegagalan buah pinggang dengan berusaha untuk menjaga diri anda dan penyakit diabetes anda dengan baik.

Penjagaan Diabetes Yang Baik

Anda boleh mengelakkan penyakit buah pinggang yang disebabkan diabetes dengan :

* Mengawal tahap glukosa darah

Anda harus pastikan sebaik mungkin tahap glukosa darah anda berada di tahap yang disyorkan iaitu antara 3.8 hingga 6.1 mmol/L semasa berpuasa dan tidak lebih dari 7.8 mmol/L selepas makan. Banyak kajian telah menunjukkan bahawa kawalan glukosa darah yang baik dapat menurunkan risiko untuk mendapat penyakit buah pinggang disebabkan diabetes ataupun sekurang-kurangnya mengelakkannya daripada menjadi lebih teruk.

Oleh itu, adalah amat baik jika anda mula berusaha untuk memakan secara sederhana dan teratur, mengawal pengambilan karbohidrat, melakukan aktiviti fizikal dengan kerap dan mengurangkan berat badanyang berlebihan. Penjagan diabetes yang baik juga termasuklah mengambil ubat-ubatan mengikut peraturan (sekiranya dipreskripsi oleh doktor), memantau tahap glukosa darah setiap hari di rumah dan kerap berjumpa dengan doktor anda.

* Mengawal tekanan darah anda

Adalah disarankan bahawa pesakit-pesakit diabetes mestilah sentiasa mengekal tekanan darah mereka di bawah tahap 130 mmHg sistolik (bahagian atas) dan rendah daripada 80 mmHg diastolik (bahagian bawah). Ini mungkin agak sukar untuk dicapai dan anda mungkin memerlukan lebih daripada satu ubat tekanan darah.

Adalah penting untuk tekanan darah anda dikawal secara ketatnya. Tekanan darah pada paras yang tinggi boleh mempercepatkan terjadinya penyakit buah pinggang diabetes anda dan (jika ianya telah wujud) akan mengakibatkannya menjadi lebih teruk.

* Pengesanan awal untuk penyakit buah pinggang disebabkan diabetes

Sekiranya anda sudah mempunyai penyakit buah pinggang, protein darah mungkin akan tertumpah ke dalam urin. Kehadiran protein dalam kuantiti yang banyak dalam urin (satu petanda lewat nefropati diabetes) boleh dikesan dengan satu ujian ringkas dengan mencelup stik pengesan ke dalam urin.

Tetapi pengesanan untuk protein yang sedikit di dalam urin (mikroalbumin) - satu petanda awal kerosakan buah pinggang disebabkan diabetes - memerlukan ujian yang khas. Kehadiran mikroalbumin atau protein dalam urin menunjukkan buah pinggang anda telah rosak. Ini akan memberi amaran kepada doktor anda untuk mengambil tindakan yang sewajarnya untuk mengelakkan penyakit buah pinggang anda daripada menjadi lebih teruk.

* Mengambil ubat-ubatan anda mengikut peraturan

Tambahan kepada pengambilan ubat untuk mengawal diabetes (dan mungkin juga untuk tahap lipid anda), anda juga perlu mengambil ubat anti-hipertensi untuk mengekalkan tekanan darah anda di bawah tahap 130/80 mmHg.

Ubat-ubat daripada kumpulan Perencat Enzim Penukar Angiotensin (ACEI) ataupun Penghalang Reseptor Angiotensin (ARB) bukan sahaja dapat merendahkan tekanan darah anda, tetapi juga dapat melindungi buah pinggang anda dengan merendahkan tekanan dalam glomeruli. Oleh demikian, ia akan membantu mengurangkan risiko kematian disebabkan nefropati diabetes dan juga dapat mengurangkan keperluan untuk dialisis ataupun pemindahan buah pinggang.

* Berhenti merokok

Merokok adalah membahayakan untuk apa jua keadaan sekalipun. Merokok akan mempercepatkan proses pembentukan penyakit buah pinggang dan oleh sebab itu adalah lebih baik jika anda tidak merokok.

Mencegah Lebih Baik Daripada Merawat

Kehidupan boleh menjadi sukar apabila buah pinggang anda telah rosak. Diabetes bukan sahaja mengancam buah pinggang anda, tetapi juga organ-organ lain seperti jantung dan mata anda.

Berita baiknya ialah, anda boleh mengelakkannya atau melewatkan komplikasi-komplikasi diabetes ini daripada berlaku. Maka, ambillah langkah pertama hari ini jua untuk melindungi buah pinggang anda dengan mengamalkan pengurusan diabetes yang baik. Anda berkuasa untuk mengelakkan penyakit buah pinggang yang disebabkan diabetes anda dan sebaliknya dapat menikmati kehidupan dengan sepenuhnya, walaupun anda menghidapi diabetes.

Apa hobi Tun pada masa lapang?

Sebenarnya saya tidak banyak masa lapang masa kini kerana kerap menulis. Saya mempunyai banyak rencana untuk blog saya, untuk memoir saya dan ada juga tulisan berkenaan dengan tajuk-tajuk tertentu yang belum lagi saya keluarkan.

Kalau ada masa, saya cuma tonton televisyen sahaja. Hobi sebenar, tak ada lagi.

Tun nampak muda daripada usia sebenar, apa rahsia Tun kelihatan cergas dan bertenaga?

Saya memang aktif daripada dulu pun. Saya percaya kalau kita aktif terutama setelah kita bersara dan tidak ada lagi tugas-tugas tertentu, itu sendiri mempunyai kesan baik kepada kesihatan dan kecergasan kita. Jadi kerana kita cergas, maka kita akan merasa lebih sihat dan kerana kita sihat, maka kita lebih cergas.

Jadi, orang yang bersara patut mempunyai hobi atau apa-apa minat tertentu yang akan menghabiskan masa siang dan malam mereka.

Bagaimana Tun memastikan keadaan kesihatan sentiasa stabil?

Saya jaga kesihatan saya. Memanglah kadang-kadang dapat juga penyakit seperti dahulu saya dapat penyakit jantung dan itu telah dirawat dan dibedah. Dan sekarang ini saya sudah pulih daripada sakit itu dan lega daripada kesan pembedahan.

Saya selalu mengambil berat tentang keadaan kesihatan saya iaitu kalau ada apa-apa yang saya rasa kurang baik, maka saya bertanya kepada doktor saya dan saya biasanya mengikuti arahan-arahannya dan ubat-ubat yang perlu saya makan.

Selain itu, saya bersenam, saya berjalan dan saya juga guna treadmillkalau tak dapat berjalan kerana hujan atau lain-lain perkara.

Apa makanan kegemaran Tun? Adakah Tun menitikberatkan aspek pemakanan?

Makanan saya makanan biasa iaitu nasi dengan kari. Walaupun kadang-kadang saya pilih masakan barat atau Jepun tetapi kegemaran saya, saya fikir semua orang tahu, daripada lauk-lauk yang saya makan yang paling saya suka adalah daging bakar cicah air asam dan sayur keladi. Ini adalah kegemaran saya.

Tetapi saya tak makan terlalu banyak. Selalunya sederhana. Saya makan hampir semua, tak ada yang saya pantang sebenarnya. Dan setiap kali saya timbang berat untuk menentukan saya tidak terlalu berat.

Apakah aktiviti senaman kegemaran Tun?

Saya buat sikit-sikit sahaja iaitu saya angkat dumbel pagi-pagi dan saya buat senaman tarik nafas dan selain itu, saya juga guna treadmill dan berjalan.

Pada usia ini, sudah tentu Tun gemar bercuti dan melancong bersama keluarga? Apakah aktiviti riadah atau destinasi percutian Tun?

Saya jarang bercuti sebenarnya tapi setahun sekali saya ambil cutilah. Dalam 10 hari atau dua minggu. Tapi masa cuti pun kalau ada kerja yang boleh buat, saya buat juga. Dan saya selalu ke luar negara kerana ada urusan di sana, memberi ucapan-ucapan setelah dijemput oleh banyak kumpulan-kumpulan.

Semasa bercuti, seboleh-bolehnya saya ingin supaya keluarga saya ikut bersama. Saya biasanya bercuti di laut Mediterranean. Saya suka naik bot di Laut Mediterranean dan pergi ke bandar-bandar kecil di tepi-tepi laut seperti di Turki dan Greece dan kadang-kadang juga di Perancis.

Apa rahsia kebahagiaan rumah tangga Tun dan Tun Dr. Siti Hasmah yang telah bersama selama 53 tahun?

Dalam soal kebahagiaan rumah tangga, saya berpendapat bahawa apabila kita berkahwin, kita mesti bersikap bertanggungjawab. Kalau ada perpisahan, ia menyakitkan orang lain termasuk anak saya. Dan saya tak nak mereka menjadi tidak senang kerana kelakuan saya.

Sebab itu saya lebih suka walaupun kita memanglah ada masalah, mungkin salah faham antara suami isteri, tapi akhirnya kita atasi dan kita balik berdamai. Dan saya tak minat untuk menyakitkan hati sesiapa termasuk isteri saya dengan mengadakan kegiatan-kegiatan yang kurang baik.

Sejak bila Tun perlu memakai cermin mata?

Saya mula pakai sejak umur 14 tahun lagi. Tapi rabun mata saya tidak kuat. Kalau saya buat ujian mata, saya boleh baca semua.

Saya bernasib baik kerana tiada katarak. Ada sedikit tetapi tidak mengganggu.

Apa pendapat Tun tentang kesedaran masyarakat sekarang tentang penjagaan kesihatan seperti virus H1N1?

Ini bergantung pada diri sendiri. Kita tidak boleh berharap Jabatan Kesihatan selamatkan kita, menolong kita daripada dapat jangkitan.

Penyakit ini berpunca daripada jangkitan. Kalau kita tidak dekat orang yang ada jangkitan, kita tidak dapat kerana asasnya ada jangkitan. Kita perlu elak daripada berjumpa dengan orang ramai.

Kita di sini seolah-olah tidak mengambil berat tentang pemakaian mask(topeng muka) walaupun sudah diarahkan. Ramadhan yang lalu, saya pergi pasar Ramadhan, saya pakai topeng tetapi pelanggan-pelanggan dan penjual-penjual tidak memakainya.

Kita tidak mengambil berat pasal ini. Misalnya, hidung berair, ini kena berubat dengan cepat.

Apakah nasihat Tun kepada masyarakat dalam menjaga kesihatan seperti penjagaan jantung?

Saya berpendapat masyarakat mesti mengambil tahu tentang kesihatan diri sendiri. Yang itu mereka mesti jaga daripada awal supaya tidak menjadi terlalu gemuk kerana makan keterlaluan dan mereka jaga supaya mereka cergas, jaga tubuh badan mereka terutamanya menjaga gigi dan lain-lain bahagian dalam badan kita.

Seboleh-bolehnya tidak makan barangan yang boleh mendatangkan penyakit kepada kita terutama kolestrol dan lain-lain kita makan secara sedikit, tak terlalu banyak.

Apa yang dilarang, kita cuba elak. Jadi dengan cara kita selalu mengambil berat tentang kedudukan tubuh badan kita, saya fikir ini memberi alamat untuk mengelak lebih awal sesuatu yang tidak dikehendaki terutama berkenaan berat badan.

Dan kita punya profail, kalau kita tengok sesetengah orang perut mereka buncit kerana mereka tak jaga makan. Ini yang menyebabkan kemudiannya mereka tak nampak sihat. Walaupun mungkin mereka kuat dan sihat tetapi dengan profail yang tak begitu menarik, mereka akan tidak nampak sihat. Dan sebenarnya bila nampak tak sihat akhirnya betul-betul akan menjadi tak sihat.

Objective

To provide assistance to SMEs which facilitate them:

•	in starting-up of business;
•	in obtaining certification/s and quality management systems;
•	in advertising and promotion; and
•	in improving and upgrading of existing sevices and/or processes.

Services Sectors

•	Distributive Trade;
•	Business and Professional Services;
•	Information and Communication technology (ICT);
•	Tourism;
•	Logistics;
•	Education; and
•	Construction.

Qualifying Criteria

•	Business incorporated/registered under the: - Companies Act 1965; or - Registration of Businesses Act 1956; or - Certificate/s of Practice by Professional Regulatory Bodies;
•	Fulfill the definition of SME with an annual sales turnover of not exceeding RM5 mil or full-time employees not exceeding 50;
•	Companies with annual sales turnover of not exceeding RM25 million or full-time employees not exceeding 150 (for Logistics Sector only)
•	At least 60 per cent equity held by Malaysians;
•	Possess valid premise/business licenses.

Financial Assistance

Matching Grant
Assistance is given in the form of matching grant where 50% of the approved project cost is borne by the Government anf the remainder by the applicant.

i.	Business Start-Up
		The maximum grant allocated per application is RM100,000. The grant is available for business in operation less than 12 months.
		Eligible expenses
		• Preperation of business plan • Preparation of marketing plan • Market feasibility studies • Rental of business premise and related equipments up to 24 months • Development of prototype/s (for construction and related activities only) • Purchase of machinery or office equipment • One year broadband subscription fee (for ICT sector)

ii.	Improvement and Upgrading of Existing Services and Processes
		The maximum grant allocated per application is RM500,000. The grant available for ICT, Healthcare and Construction Sectors.
		Eligible expenses
		• Undertake technology feasibility studies • Fees for technology transfer • Development of prototype/s • Initial Intellectual Property (IP) registration

iii.	Certification and Quality Management Systems
		The maximum grant allocated per application is RM250,000
		Eligible expenses
		• Acquisition of certifications and quality management systems for related services • ISO 9000 Series. • Halal certification/s and related expenditure in compliance to the certification requirements.

iv.	Advertisement and Promotion
		The maximum grant allocated per application is RM50,000
		Eligible expenses
		• Production of marketing and promotional materials such as brochures, catalogues, flyers, banners, posters, plastic/paper carrier bags and CD-ROMS. • Electronic media advertisement • Printed media advertisement • Development of an interactive website for e-commerce activities

Matching Grant for Market Development

Objective

The scheme is to provide a matching grant to assist Small and Medium Enterprises (SMEs) undertake activities for the development of export markets.

Eligible SMES

To qualify for the Market Development Grant (MDG), Small and Medium Enterprises (SMEs) must be:

•	Incorporated under the Companies Act 1965
•	For professional services (such as accountants, engineers and architects), partnerships and sole proprietors are also eligible
•	At least 60% equity held by Malaysians
•	For manufacturing and agricultural sector, having an annual sales turnover not exceeding RM 25 million (based on the latest financial report) or not more than 150 full-time employees
•	For services sector, having an annual sales turnover not exceeding RM 5 million (based on the latest financial report) or not more than 50 full-time employees. (Financial service and tourism sector are not eligible for MDG)
•	For trading companies that meet the following additional conditions: Having annual sales turnover of between RM 10 million to RM25 million or export sales of at least RM3 million. (Women owned enterprise are exempted from this condition), and Exporting Made In Malaysia products especially those manufactured by SMEs, and Not more than 20% of the company's annual sales is derived from trading in primary commodities. For description of primary commodities, please refer to Annex A of MDG

Note: Status of SME will be checked annually based on financial accounts, EPF Statement, Form 24 and 49. Companies must notify the MDG Secretariat if there are any changes to particulars that affect the status of SME. For detail application criteria, please refer to application form MDG Rev 1/06

Form Of Grant

Companies can obtain a 50% reimbursable matching grant on the approved cost of the eligible activities. The grant is available for one or more of the eligible activities.

Eligible Activities

The followings activities are eligible for MDG:

Participation in International Trade Fairs
Participation in Trade And Investment Mission
Participation in Specialized Marketing Mission
Participation in In-Store Promotion Overseas
Participation in Industry and Professional Related International Conferences Overseas

Note (i): For participation in the same International Trade Fairs , and Industry and Professional Related Conference Overseas , companies are eligible to apply for MDG for up to three(3) repeat participation.

For Local International Trade Fairs, Trade and Investment Mission , Specialized Marketing Mission and In Store Promotion there is no limit on repeat participation for MDG.

Note: Trade and Industry Associations and Professional Bodies are eligible to apply for MDG for the expenses of one secretarial staff for participating in overseas trade fairs and missions organized by the Associations and Professional Bodies. Eligible expenses are cost of air fare (economy class), standard hotel room subject to the same limits extended to SMEs.

Definition Of Women Owned Enterprise

For companies 60% owned by Malaysian:

A woman owns at least 51% of the local equity and the company is managed by her, or

Claimable Expenses

1. Participation in International Trade Fairs

•	Participation fee.
•	Economy class airfare for one person. Cost does not include items such as visa fees, excess baggage and insurance premium.
•	Women Owned Enterprise are eligible for two economy class airfare, with the condition that at least one participant must be a woman participant.
•	One hotel room not exceeding RM200 per night for local international trade fairs and RM750 per night for overseas fairs. Payment will cover the duration of the event and two days before or after the event. Women Owned Enterprise are eligible for 2 hotel rooms. Rental of standard booth which is limited to: - - 18 sqm for small products - 36 sqm for larger products (e.g furniture, machinery equipment), displayed in lifestyle concept or under country pavilion.
•	Construction and enhancement of standard booth or shared cost of construction on group basis. Construction and enhancement of booth cost is limited to 50% of the eligible booth rental cost.
•	Interpreter services for non-English speaking countries, maximum cost of RM800 for the duration of the international trade fair.
•	Shipment of exhibits and promotional materials. Cost does not include items such as import duties, bank guarantee and surcharge.
•	For local international trade fair sending of samples and promotional materials is subject to a maximum grant of RM1,000.
•	Standard advertisement in trade fair show directory. For local international trade fair subject to maximum grant of RM 250

•	minimum space occupied for the fair must be at least 1000 sq meters gross, and
•	at least 10% of visitors must be foreign visitors, or
•	at least 20% net space is rented to foreign exhibitors, or
•	at least 20% of exhibitors are foreign exhibitors.

Note (ii): Companies are not eligible for the grant if 50% of the cost of eligible expenses is already born by the organizer e.g booth rental, airfare and accommodation (package)

2. Participation in Trade and Investment Missions and Specialized Marketing Missions

•	Participation fee
•	Economy class airfare for one person. Cost does not include items such as visa fees, excess baggage and insurance premium.
•	One hotel room not exceeding RM750 per night. Payment will cover the duration of the event and two days before or after the event

Note (iii): Trade and Investment Missions organized to promote exports of Malaysian made products and services by Government Agencies, Trade and Industry Associations and Professional Bodies are eligible for MDG. The trade mission programme must be submitted to MATRADE at least one month before the event for approval of the programme. Once approved, companies participating in the programme must apply for MDG individually and will be subjected to the qualifying criteria for MDG.

3. Participation in In-store Promotion Overseas

•	Economy class airfare for one person. Cost does not include items such as visa fees, excess baggage and insurance premium.
•	Women Owned Enterprise are eligible for two economy class airfare, with the condition that at least one participant must be a woman participant.
•	One hotel room not exceeding RM750 per night for overseas fairs. Payment will cover the duration of the event and two days before or after the event.
•	Women entrepreneurs are eligible for 2 hotel rooms.
•	Interpreter services for non-English speaking countries, maximum of cost of RM800 for the duration of the promotion.
•	Shipment of exhibits and promotional materials.

4. Participation in Industry Related International Conferences Overseas

•	Participation or registration fee.
•	Economy class airfare for one person. Cost does not include items such as visa fees, excess baggage and insurance premium.
•	One hotel room not exceeding RM750 per night. Payment will cover the duration of the conference and two days before or after the conference

•	Economy class airfare for on person
•	One hotel room not exceeding RM750 per night covering the duration of the meeting and two days before or after the meeting.

6. Preparation of Promotional Materials

•	Companies are eligible for a maximum grant of RM15,000 for preparation of export promotion materials.
•	Cost incurred in relation to the production of promotional materials such as brochures, catalogues, flyers, banners, posters and CD-ROM. Eligible expenses include: For printed materials Design concept Finished Artwork Colour separation Printing Re-printing (For Trade fairs or Trade mission only)
•	Cost incurred in relation to the production of promotional materials such as brochures, catalogues, flyers, banners, posters and CD-ROM.
•	Companies must use the services of local printing and CD-ROM companies to benefit from this grant.
•	Cost incurred in relation to the production of promotional materials such as brochures, catalogues, flyers, banners, posters and CD-ROM.
•	Production of CD ROM and Video can be considered for MDG only if it is part of the company's participation in trade fairs or trade missions. Content of text, audio, video, photography, graphic, animation, etc. Design Development Replication and Production CD-ROM packaging
•	Companies must use the services of local printing and CD-ROM companies to benefit from this grant.

Note (iv) : Application for the grant must be one month before the printing or production of material. The approval of the claim is subject to the acceptance of the promotional materials by the MDG Approval Committee. Companies that have utilized the maximum grant of RM15,000 prior to 1st Jun 2006 , are not eligible to apply for MDG for this activity.

7. Initial Cost of Setting Up Office Overseas.

•	Companies are eligible for a maximum grant of RM50,000 per office set up overseas
•	Eligible expenses are: Rental of office and; Utilities (water/electricity)

8. Promotional activities undertaken with Hypermarkets and Retail Stores Overseas

•	Companies are eligible for a maximum grant of RM30,000 per activity.
•	Eligible expenses are: Listing fee and; Joint Advertising and Promotion

Note (vi) : For repeat applications , promotional activities must be in a different hypermarket or retail store . For promotion activities with the same hypermarket or retail store it must be in a different location .

9. Participation in International tenders overseas

•	Expenses incurred for purchase of international tender documents for supply of Malaysian products or services.

10. Export Market Research

•	Companies are eligible for a maximum grant of RM30,000 per export market study conducted overseas.
•	Eligible expenses are: Research fees Cost of publication of initial report

Note (vii): Application for the grant must be made one month before undertaking the activity. For repeat application, market research must be for a different market, product or services.

11. For Women Owned Enterprise, additional eligible expenses:

•	Participation in Malaysia Export Exhibition Center (MEEC)
•	Eligible expenses are: Participation fees Cost of transport of exhibits Participation in local Export Training Seminars/ Workshops

MDG Application & Claim Procedure

•	Application for the grant is made using the application form MDG Rev 1/06 which is available free of charge at MATRADE or can be downloaded from MATRADE's website: www.matrade.gov.my/exportsupport/mdg.htm. All companies are encourage to apply for MDG at least one month before undertaking the activity . This is to ascertain if the activity is eligible for the grant.
•	Claims for reimbursement for all eligible activities must be submitted within 3 months of completion of the activity with the invoices and original receipts or copies certified by External Auditors.
•	All application and claim supporting documents that companies must provide when applying for the grant is described in the MDG application form and the checklist attached to the form. Companies are advised to submit all the relevant documents when applying for MDG.

Objectives

The objective of the Brand Promotion Grant (BPG) is to develop and promote in the international market, brand names owned by Malaysian companies for products and services originating from Malaysia.

Selection Of Brand

The Brand Promotion Grant will only be granted to eligible brands identified to be assisted by the Brand Grant Approval Committee. Evaluation of brands to be selected for the grant will be based on several considerations including:-

•	Branding strategy and Plan.
•	Business and Marketing Plan.
•	Resources invested by the company on branding and its commitment to the branding programme.
•	Activities undertaken to promote the brand.
•	Trend in overall sales and exports over past 3 years.
•	Market share both local and overseas.
•	Potential for the brand to further expand in the international market.
•	How the brand will help project Malaysia's image as supplier of quality products and services.

Form Of Grant

Companies can apply for either one of the following forms of grant:-

•

A 100% reimbursable grant for the development and promotion of brand subject to maximum grant of RM 1 million. Small and Medium-Sized Enterprises are eligible to apply for the 100% reimbursable grant.

For the 100% reimbursable grant, only up to a maximum 10% of total grant approved will be disbursed in the form of "advance payment" , while the remaining 90% of grant approved will be disbursed as 100% reimbursable grant . Advance payment will be considered for activities approved in the Branding Plan subject to relevant documentary evidence of the activities to be undertaken by company.

•

A 50% reimbursable grant for non-SMEs subject to maximum grant of RM 2 million.

To encourage companies to promote the brand overseas, not more than 10% of the total grant approved should be spent on promotion of the brand in the domestic market.

Eligible Criteria

To be eligible for the grant companies must fulfill the following conditions:-

•	Incorporated under the Companies Act 1965.
•	At least 60% equity is owned by Malaysians.
•	Company owns the brand and is the registered approved owner of the trademark registered in any country and has rights to it.
•	Annual sales turnover of not more than RM 250 million (based on the latest financial report).
•	For 100% reimbursable grant:- manufacturing company's - annual sales turnover must not exceed RM25 million or with not more than 150 full time employees. services sectors enterprises - annual sales turnover not exceeding RM 5 million or with full time employees not exceeding 50.
•	Product/services are already exported with least 20% of the sales from export.
•	For companies that do not meet the 20% export condition, the application may be considered based on the export potential and commitment of the company to develop the brand into an international brand. Factors to be considered:- Resources invested on branding and company's commitment to the branding programme. Promotion programmes and activities undertaken by company to promote brand. Indication of market penetration and consumer acceptance (e.g. share of market) both local and overseas. Trend in overall sales and export growth. Awards and recognitions received. International quality certifications obtained such as HACCP, ISO or Quality Improvement Programme, GMP or approved the use of the 'Malaysia's Best' quality seal.
•	Products/services should originate from Malaysia. For products manufactured offshore , the brand can be considered if the company undertakes value added activities in Malaysia such as research and development, designing, packaging, marketing, distribution and invoicing.

Branding & Marketing Plans

Companies interested in applying for the grant must submit the following document and information:-

(a) Comprehensive proposal for the development and promotion of the brand including:-

Background of the brand, the brand concept, its values, current market position.
Measures already undertaken to develop and promote brand.
Detailed costing on the activities for which the grant is required.
Detailed schedules of implementation of branding activities to be undertaken
Proposed performance report on the implementation of the branding activities including milestones and key performance indicators.
How the brand will benefit the company and country's image.
Resources allocated to the brand development and promotion strategy.
Key Performance Indicators to measure the brand performance based on intended marketing strategies.

b) Business and Marketing Plans for 2 years outlining:-

Target markets.
Marketing strategies to penetrate the target markets.
Brand Communication Plan.
Allocation of company's financial resources to implement the plans.
Current and projected sales both locally and overseas of the brand.

c) Corporate profile, organisational structure, profile of management and branding team.

Eligible Expenses

The grant will cover the cost of developing and promoting only one brand per company. Companies can apply for the grant for the following expenses involved in brand development and promotion:-

Branding/Marketing Strategy Consultancy (not more than 10% of grant):

Marketing strategy and implementation
Media Strategy
Brand Communication Strategy
Brand Management System
Brand Manual & Information System

Brand Development:

Logo design and redesign
Product design and redesign

Intellectual property matters, including registration and trademark works.

Brand Promotion:

Customer relationship management system to monitor brand
Advertising and Promotion (maximum 50% of grant)
Enhancement of Brand Website
(maximum grant RM50,000)

Brand Market Research/Service:

Brand Audit/Valuation

Note:- Expenses listed are only a guide. Not all activities may be relevant to the company. Companies should apply for the grant only for expenses relevant to the branding plan.

Application Procedure

Companies are encouraged to apply for the grant at least three months before undertaking the activity for which the grant is required. Grant approved is based on the projected spending over the next 2 years.

Application for the grant is made using the application form BPG (1/04) which is available free of charge at MATRADE or can be downloaded from MATRADE or can be downloaded from MATRADE's website at www.matrade.gov.my

All supporting documents that companies must provide when applying for the grant are described in the BPG application form and the checklist attached to the form. Companies are advised to submit all the relevant documents when applying for the BPG.

Companies are required to submit all claims for the grant within 3 months of undertaking the activity. Claims must be accompanied with original receipts and invoices or copies certified by external auditors with relevant supporting documentary evidence related to the implementation of the activities concerned or work undertaken for making claims.

Contractual Obligation And Reporting

Companies approved the grant will be required to:-

Sign a Letter of Acceptance with MATRADE indicating that if the company fails to fulfill its obligation in implementing the branding plan, MATRADE has the right to cancel the approval of the brand promotion grant and seek reimbursement of the grant already disbursed.
Submit quarterly based on the format as in Annex 1 or progress report base on the implementation milestone (whichever is earlier) of the activities implemented for which the grant is disbursed.

To be eligible for EIF:

� project proposal must contain elements of technological innovation leading to commercialisable applications, products or services;

� the technological innovation may be either:
- recombination/fusion/integration or
- replication/refinement of existing technologies with improved value, enhanced efficiency or cost reduction.

Approval of projects takes into consideration, among others, the following criteria:

� applicants must submit proposals leading to commercialisation of innovative products, processes and services;

� applicants must belong to any of the target groups listed above;

� person(s) involved in project should have suitable qualification or experience;

� projects must focus on either one of the technology cluster identified;

� applicants (for individual applicants only) must identify one key person that MOSTI maycontact as referee for your application. Please ensure that you have the consent of this individual to be listed as your application referee. The referee must be aware of the details of your application;

� applicants must show proof of financial capability to finance the portion not funded by EIF;

� projects must contribute economic benefits to Malaysian economy; and

� fulfill other conditions stipulated under the guidelines and policies of the Inno-Fund.

Techno-Fund

Techno-Fund aims to:

•	stimulate the growth and successful innovation of Malaysian medium and large enterprises by increasing the level of R&D and its commercialisation;
•	increase capability and capacity of Malaysian Government Research Institutes (GRI) and Institutions of Higher Learning (IHL) to undertake market driven R&D and to commercialise the R&D findings through spin-offs/licensing;
•	enhance global competitiveness and R&D culture among Malaysian medium and large enterprises;
•	increase contribution to Malaysia 's GDP through economic wealth creation and exports; and
•	foster greater collaboration between Malaysian enterprises and GRI/IHL.

Types of Techno-fund

There are two types of funding:

Applicants can apply for a combination of Types A and B or Type A only.

•	Type A - Pre-Commercialisation; and
•	Type B - IP Acquisition.

Note: IGS, DAGS, IRPA-EAR, IRPA-PR and IRPA-SR funded projects are not eligible for Type B.
MGS, CRDF and TAF funded projects are not eligible for any Type including MSC Status companies.

TYPE A: Pre-Commercialisation

Pre-commercialisation activities comprise development of commercial ready prototypes/ pilot plants/clinical trials/upscaling for demonstration and testing purposes but not commercial exploitation.

TYPE B: Intellectual Property (IP) Acquisition

Type B comprises acquisition of IP (academic/laboratory scale prototype) from overseas or local sources for further development up to pre-commercialisation stage.

Target Group

•	Medium and Large Malaysian Companies (minimum 51% equity held by Malaysian) including Government Linked Companies (GLC) and Public Listed Companies (PLC); and
•	Malaysian GRI and IHL.

(Note: A medium or large Malaysian company is defined as a business entity with an annual sales turnover of more than RM10 million or more than 50 full-time employees)

Collaboration

•	Industry applicants are encouraged to collaborate with one or more GRI/IHL(public or private); and
•	GRI/IHL must identify industry partner(s) to undertake joint collaboration. In the collaboration, industry partner(s) should jointly contribute financial or non-financial resources to the project.

Technology Clusters

Project proposals eligible for consideration must fall under any of the technology clusters listed below:

� Agriculture Cluster;
� Biotechnology Cluster;
� Information and Communication Technology (ICT) Cluster;
� Industry.

Approval Criteria

Approval of application takes into consideration the following criteria:

•	applicants must submit project proposals in the technology clusters listed above leading to commercialisation of new, cutting edge and breakthrough technologies;
•	applicants must belong to any of the target groups listed above;
•	project teams should consist of appropriate mix of suitable and qualified members in technical and commercialization aspects;
•	applicants must show proof of financial capability to finance the project portion not funded by the Techno-Fund;
•	project proposals must lead to outputs that are technically and commercially viable within the stated technology clusters;
•	project proposals must show evidence that the project outcome has direct economic benefit to Malaysia and enhancement of Malaysia 's competitiveness;
•	for Type B: IP Acquisition funding, applicants must additionally show that their prospective IP is an outright purchase (IP licensing is not allowed) that requires further development; and
•	applicants must fulfill other conditions stipulated under the guidelines and policies of the TechnoFund.

Location of Proposed Project

Approved proposals under Techno-Fund must be undertaken in Malaysia or overseas (if justified)

Funding Quantum

The quantum of funding and percentage of funding support under TechnoFund will be determined on the merit of each application.

Technology Acquisition Fund (TAF)

to promote technology upgrading through the introduction and utilisation of technologies in the manufacturing and physical development of existing and new products or processes;

PRIORITY TECHNOLOGY CLUSTERS
Project proposals eligible for consideration must be listed in the following Priority Technology Clusters :

Biotechnology;
Agriculture;
ICT; and
Industrial (advanced materials, advanced manufacturing, manutechnology, alternative energy, waste to wealth).

ELIGIBLE ACTIVITIES UNDER TAF

TAF will fund Acquisition of technology (know-how/patent rights/prototype/design) via the following methods:

licensing;
non-exclusive purchase of technology; and
outright purchase of technology.

TARGET GROUP
Incorporated Malaysian manufacturing companies (SMEs and large corporation) excluding GLCs, public listed companies and their subsidiaries.

ELIGIBLE CRITERIA
Eligibility criteria for companies applying for TAF:

the company must be incorporated in Malaysia;
the company must be 51% owned by Malaysian;
the management, marketing, and technical team must have relevant qualification and experience;
the proposed technology to be acquired must have been proven and commercially produced in the country of origin; and
the technology acquired is to be immediately adopted in the company's manufacturing activity.

Note: Malaysian companies are eligible (excluding GLCs, listed companies and their subsidiaries)

Cost of technology acquisition; and
Training

FUNDING QUANTUM
The quantum of funding approved under TAF is up to a maximum of 50% or RM2,000,000 whichever is lower depending on the merits of each application.

TAF Agreement

TAF agreement will be signed between MTDC (on behalf of the government) and grant recipient detailing the terms and conditions of the funding.

DISBURSEMENT OF GRANT
Disbursement of grant will be made in accordance to the following:-

approved grant will be disbursed either on a matching or reimbursement basis according to the claims submitted by the grant recipient; and
approved grant will be disbursed in stages in accordance to Schedule 2 of the Grant Agreement and subject to the satisfactory progress of the project in terms of deliverables and milestones reached.

DURATION
The project duration for each activity under TAF is up to 2 years for project implementation and 2 years for project monitoring.

Commercialisation of R&D Fund (CRDF)

The Government has been investing significantly in research and development (R&D) activities in an effort to strengthen the technological capability and capacity of the nation. Under the 9th Malaysia Plan (9MP), the Government is giving priority to market-oriented. R&D and increasing the rate of commercialisation. In tandem with the 9MP, the Commercialisation of R&D Fund (CRDF) has been redesigned to provide financial assistance to universities/research institutions and eligible Malaysian companies to undertake full commercialisation.

Note: Under CRDF, commercialisation refers to a process by which the results of research projects are converted to marketable products and commercially produced.

OBJECTIVES
The objectives of CRDF are as follows:

to leverage on science, technology and innovation (STI) for national development;
to increase the commercialisation of STI products and processes developed by local universities/research institutions/companies;
to increase wealth creation and technology content of SMEs/Large Corporation via commercialisation of R&D done by local universities/research institutions/companies; and
to foster greater collaboration between universities/research institutions and industry.

The SLSME was introduced in December 2001 to promote the development of small and medium enterprises. Existing as well as new start-up companies are eligible to apply for fixed assets and working capital financing under the SLSME.

The fund for the Scheme is channelled from the Government of Malaysia through the Small and Medium Industries Development Corporation (SMIDEC), and the Scheme is implemented by MIDF.

Eligibility Criteria and Main Features

1. Eligibility:

• SMEs incorporated under the Companies Act 1965 or Registration of Business Ordinance 1956;
• Subsidiaries of public-listed companies with shareholding not exceeding 20%;
• At least 60% equity held by Malaysians; and,
• Possess a valid premises licence.

2. Sectors:

• Manufacturing
• Manufacturing – related services
• Services (excluding insurance and financial services)

3. Financing Amount:

• Minimum: RM50,000

The SLSIB was launched in October 2007 to assist companies and enterprises to enhance the competitiveness of their Malaysian-made or - sourced products or services in international markets by:-

undertaking branding and re-branding exercises;
establishing overseas distribution channels;
participating in international trade fairs;
acquiring brands and distribution networks overseas to promote Malaysian brands; and,
undertaking advertisement and promotion overseas.

The fund for the Scheme is channelled from the Government of Malaysia via the Malaysia External Trade Development Corporation (MATRADE) and the Scheme is implemented by MIDF.

ELIGIBILITY

Companies incorporated under the Companies Act 1965;
For professional services – partnerships and sole-proprietorships registered with the Registrar of Business;
With at least 60 % equity held by Malaysians;
The applicant is the registered owner of the trademark;
Annual sales turnover not less than RM5 million; and,
At least 3 years' sales record, with at least 20 % export sales in the previous financial year.

In lieu of export sales, export potential and commitment to develop the brand into an international brand can be considered as eligibility criteria including resources invested in the branding programme, brand promotion programmes and activities undertaken, market penetration, market share and consumer acceptance, trend in overall sales and export growth, awards/recognition/quality certification (ISO, HACCP, GMP, etc) received, a clear branding strategy and business/marketing plans.

SATU ketika dahulu, seluruh negara dilanda satu skim yang dikatakan mampu menjadikan pelaburnya kaya dalam sekelip mata iaitu skim cepat kaya. Konsep asas prinsip perniagaan ini berdasarkan 'sistem piramid' yang akan menguntungkan pelabur terawal atau dengan kata lain perintis sesebuah skim.

Biarpun kini dilihat kurang kedengaran namun saya percaya skim ini masih bergiat namun dalam skala kecil dan lebih berhati-hati dengan menggunakan modus operandi yang sedikit unik.

Pada pengamatan saya, pengusaha skim tersebut memfokuskan kumpulan sasar tertentu terutamanya suri rumah, golongan berpendapatan sederhana rendah, peniaga kecil-kecilan, pelajar universiti dan golongan yang terdesak serta tiada kesabaran ingin menjadi jutawan segera.

Dalam memenuhi keperluan dan kehendak, pengguna seharusnya berkelakuan rasional dalam membuat pertimbangan melibatkan diri dalam sesuatu usaha modal pelaburan. Dalam hal ini, lebih jelas semua pelaburan yang dibuat mestilah realistik dan bersesuaian dengan hukum ekonomi yang waras.

Apa yang dapat dilihat, penganjur skim berbentuk piramid kini telah bijak memanipulasi strategi bagi membuatkan skim mereka 'halal' dari hukum syarak dengan memasukkan unsur barang jualan sebagai asas sesebuah organisasi piramid.

Seseorang up-line perlu mencari down- line bagi membolehkan mereka mendapat bonus atau pulangan seperti pangkat dalam organisasi dan percutian yang hebat.

Jika dilihat dalam senario ini, adakah wajar seseorang up-line menerima begitu banyak habuan sedangkan usaha tersebut hanya sekadar bantuan motivasi kepada ahli dan pihak down-line yang berhempas-pulas mencari ahli baru?

Dalam isu ini wajarlah bertanya kepada bijak pandai agama dalam menentukan kesahihan skim menurut perspektif Islam.

Apa yang dikhuatiri dalam hal ini ialah berlakunya penindasan dan kezaliman tidak nyata kepada ahli bawahan yang rata-rata begitu mengharap mengikuti idola mereka iaitu up-line.

Secara umumnya hal ini jelas menunjukkan unsur piramid tetapi unsur tersebut dipasarkan bersama dengan produk.

Maka sebagai pengguna wajarlah kita mempertimbangkan asas rasional sesebuah pelan perniagaan yang dijanjikan.

Jangan kita terlalu mengharapkan pulangan berganda dengan usaha yang kita tidak pasti ia mampu meningkatkan kebajikan semua ahli dalam sesebuah pelan pemasaran dan perniagaan produk pelaburan tersebut.

Ikon bagi skim pelaburan ini biasanya mudah dikenal pasti dan biasanya dikenali dengan kereta mewah hasil usaha mereka, pakej percutian luar negara dan rumah banglo yang tersergam indah untuk tatapan ramai.

Dalam hal ini, kita berbangga kerana ramai daripada mereka merupakan usahawan bumiputera dan kebanyakannya Islam. Namun, cara hidup mereka yang berubah ini dengan bersikap berlebih-lebih dengan material dikhuatiri akan membuatkan mereka lupa siapa yang membantu mereka dalam mengecapi kejayaan tersebut kalau bukan down-line mereka.

Mungkin sikap boros tersebut boleh dijimatkan dalam membantu lebih banyak lagi insan yang lebih memerlukan bantuan sewajarnya dalam keadaan ekonomi yang mencabar kini.

Kejayaan bukan sahaja diukur pada kemewahan tetapi kepada berapa tinggi semangat kita membantu usahawan lain.

Sebagai pengguna bijak dan pelabur yang berwawasan, gunakan saluran yang benar bagi memastikan pelan yang diceburi menguntungkan semua pihak tanpa ada pengumpulan kekayaan oleh segelintir pihak. Hidup perlu bantu membantu.
